LEAD
MAN... PORTRAIT OF AN EXECUTIVE

Rep. John E. Fogarty (D-R.I.) is a 48-year-old form bricklayer who has come up the hard way. Born in Providence, R. I., Mar, 23, 1913, Fogarty attended public elementary school and graduated from LaSalle Academy in 1930. After graduation from high school, he became an apprentice bricklayer and worked at the trade until he won a seat in Congress in 1940.

Now in his 21st year in the House, Congressman Fogarty is one of the most important legislators on Capitol Hill. He has been a member of the House Appropriations Committee since 1947 and for the past 10 years has been chairman of the Appropriation Subcommittee, providing funds for the Depts. of Health, Education and Welfare, and Labor. As such he has dealt with the appropriation of nearly $2 billion in Federal funds for school construction. He has also shown special interest in the Bureau of Apprenticeship and Training and has sought in many ways to further the cause of apprenticeship training in the building industry.

His outspoken praise of masonry is legion and has stamped him as a noteworthy proponent of the industry. The success of his endeavors in the affairs of labor, the building industry and in the fields of medical research and health have been recognized by citations from the BM&PIU, the Allied Masonry Council, by the Labor Department with its Award of Merit, SCPI through its coveted Belden Trophy and the Lasker Foundation.

The dynamic congressman is a member of the Knights of Columbus, Elks, Eagles and President Emeritus of Bricklayers Union No. I of Rhode Island. He lives with his wife in Harmony, R. 1.
