Seasonality Study Approved
In the rush to adjournment, both the House and Senate pass legislation calling for a government study of the seasonality problem in construction and ways of overcoming it.
By a vote of 265 to 0, the House approved the seasonality study bill sponsored by Congressman O'Hara (D., Mich.). On the same day, October 7, the Senate, in passing a bill to extend the Manpower Development & Training Act for three years, adopted, without dissent, an amendment calling for a similar study. Chief supporter of the provision was Senator Prouty (R., Vt.)
There is a slight difference in the House and Senate provisions. The House bill specifies that the seasonality study will be conducted by the Secretary of Labor in cooperation with the Secretary of Commerce, and that the report on findings and recommendations growing out of the inquiry, will be submitted to the President. The Senate bill provides that the Secretaries of Labor and Commerce will conduct the study jointly, and that the report will go to Congress, as well as the President.
Awarded For Excellence

The company's Administration Building in Kitchener, Ontario, Canada, won the 1968 top award in the competition. Judging was done by an independent jury of architects on the basis of both quality of design and workmanship. (See front cover and pages 16-17 this issue).
COMING SOON!
Robert Harrison, MCAA Education Committee Chairman, has announced that the Masonry Estimating Course will be held in Toronto, Canada, Nov. 29, 30. This will be a cooperative effort in conjunction with the Canadian Masonry Contractors Association.
All-Weather Meeting
COLUMBUS, OHIO-All-Weather Construction and its specific application to the Masonry Industry was the main topic of a Conference held at the Sheraton-Columbus Hotel, September 24th. Seventy persons from southern Ohio were in attendance with both practical and technical data being presented. The opening session dealt with "Scaffolding & Protection" and was presented by Richard Weires, Bil-Jax, Inc.; James Cope, Morgen Mfg. Co.; Robert Chambers, Service Canvas, Co. and Paul Mattingly, Griffolyn Co. This was followed with a discussion on "Portable Space Heaters" by Edward Hickey, Herman Nelson Products, American Air Filter Co.
In the technical area Pat Whitehurst, SCPI; Al Isberner, PCA and Henry Toennies, NCMA, covered the subjects of "Masonry Mortars & All-Weather Construction". Dan Guntin, Sonneborn Building Products and Jeffery Korach, Euclid Chemical Co., presented papers on "Admixtures."
This was a joint undertaking between the Masonry Contractors Association of Columbus, Ohio, and MCAA. Officers of the Chapter are Chet Baker, President; Robert Lindsay, Secretary and Russell Sepich, Treasurer.
Speech may be silver and silence golden, but when it comes to oratory, too often it is cast in brass.
