On March 31 the Milwaukee County Board of Supervisors unanimously (24-0) accepted the report of the Finance Committee regarding the "Make Money Move" ordinance. The action of the board, in effect, calls for a 5% retainage on the life of a contract, makes payouts mandatory, and gives county department heads the authority to make these payments.

The ordinance took effect on April 5. According to best estimates, this action releases about $1.3 million formerly held back in retainage and also means more than $100,000 in direct savings to contractors due to interest costs. It also should mean a great speedup in payments.

The MMM committee said, "We are extremely grateful to all those contractors and suppliers who heeded our plea to contact their county supervisor friends. Thanks too to the Associated Public Works Contractors who donated their counsel to this effort. Next stop-Madison."
