of Buildings. Engineers, architects, developers, government officials, contractors, materials suppliers and other industry representatives participated.

"Present high rise fire protection needs improvement high rise development is spurting far ahead of existing fire control capabilities," Fitzgerald said. "Experts throughout the building industry are innovating to achieve better fire protection, and the conference was designed to enable them to share their results.

"Prime consideration was given to means of stopping the flow of smoke and fire through high rise structures. Over a year ago we initiated research into fire hazards and prevention, including detailed analysis of past high rise fire experiences and consolidation of available data on the structural, mechanical and environmental problems involved.

"This conference enabled top experts to share their experiences and ideas informally," Fitzgerald said, "and hopefully to obtain some unity of direction in examining and solving the problem of high rise fire protection."

All types of mechanical systems to prevent spread of smoke and fire were considered, including established systems with a high standard of reliability, and newer, more sophisticated concepts that are now being considered. While encouraging individual efforts toward innovation and improvement, the conference also examined alternatives in the light of future modification of building code requirements.

Serious consideration was given to use of sprinkler systems-an existing, relatively uncomplex mechanical system with a good record of reliability-in tandem with more sophisticated systems. First steps in this direction have already been taken by Sears Roebuck and Company, which is installing sprinklers throughout their record-high Sears Tower on Wacker Drive in Chicago-the first modern high rise structure in the city to utilize a complete sprinkler system.

Elevators received heavy emphasis, particularly an over-ride switch for firemen, superceding individual floor switches to enable firemen to bring down the elevators and control their movement in a fire emergency. Such a measure has already received approval by Chicago building officials, Fitzgerald noted, and was recently adopted as a code amendment by the City Council.

A variety of architectural and structural systems in addition to sprinklers were given serious study by the conference, including the possible requirement of horizontal and vertical smoke and fire barriers-i.e., special fire- and smoke-proofing every fifth floor, and fire- and smoke-proof partitions which could divide each floor into two separate areas. These measures would be based on the realization that fast evacuation of a building is difficult and often impossible, so areas of safety should be developed to which occupants could immediately and easily be evacuated within the building.
