EXECUTIVE ORDER 11588
Dated March 29, 1971
The Construction Industry Stabilization Committee provided for in President Nixon's Executive Order 11588 has been appointed and is meeting in Washington to establish its procedures.
Members of the tripartite committee which together with labor-management craft boards is charged with reviewing all collective bargaining agreements negotiated after March 29 in the light of criteria for non-inflationary increases set forth by the Executive Order were publicly named by the Secretary of Labor on April 5. The announcement was made after the international unions reported they had no legal grounds at the time for challenging the President's restraint plan and would participate in the procedures established by the Executive Order.
Appointed Stabilization Committee chairman was Dr. John T. Dunlop, dean of the College of Arts & Sciences at Harvard University. He is one of the four public members of the 12-man group also representing labor and management.

Named as one of the four management members was George A. Miller, MCAA executive vice president.
In addition to Dunlop and Miller, other members of the Stabilization Committee are:
Public Members Clarence D. Barker, Department of Labor Wage Appeals Board, Santa Barbara, Calif.; Albert Rees, professor of economics, Princeton University, and Stuart Rothman, attorney and member of the Department of Labor Wage Appeals Board, Washington, D.C.
Labor Members Hunter P. Wharton, president. International Union of Operating Engineers, S. Frank Rafferty, president, International Brotherhood of Painters & Allied Trades; John H. Lyons, general president, International Association of Bridge, Structural & Ornamental Iron Workers, and Charles H. Pillard, president, International Brotherhood of Electrical Workers.
Management Members-John E. Healy II, president, Associated General Contractors of America; Robert L. Higgins, executive vice president, National Electrical Contractors Association, and John E. Quinn, executive vice president, National Constructors Association.
Masonry Industry's Craft Dispute Board
ANTHONY ZOTOLLO
The Masonry Industry Craft Dispute Board was established at a special organizational meeting in Washington, D.C. on April 15, as an outgrowth of the President's Executive Order 11588. Those participating in the Board are the Bricklayers, Masons & Plasterers International Union of America; International Association of Tile. Marble and Terrazzo Helpers; Associated General Contractors of America: Tile Contractors Association of America, and MCAA. The National Association of Home Builders has affiliate representation.
It was unanimously decided at the meeting that the co-chairmen would be Thomas F. Murphy, president, BM&PIU, and Anthony Zotollo, president, Associated Brick Mason Contractors of Greater New York, representing MCAA.
R. C. Doyle, MCAA state chairman from Washington, D.C., will be the alternate member.
Zotollo has been in the masonry industry since 1939 and head of Anthony Zotollo, Inc. since 1956. He presently is chairman of the New York State Chapter of MCAA; president of the Metropolitan Brick Masonry Council, and employer trustee for the Bricklayers and Mason Tenders in the New York area.
"Corky" Doyle has been in the masonry business since 1945 and is presently secretary-treasurer of Mark Masonry Co., Inc., Washington, D.C. A past-president of the Mason Contractors Association of D.C., he currently serves as secretary-treasurer of the group as well as representing the masonry industry on the Executive Committee of the Metropolitan Subcontractors Association. He is a member of the Washington Building Congress.
