Hodgson to Discuss Safety Act

Secretary of Labor J. D. Hodgson will head a group of top government officials who will meet with American business and industry leaders on June 10 through the medium of a national closed-circuit television conference to participate in an up-to-the-minute explanation of the Occupational Safety and Health Act of 1970.

The Teleconference, sponsored by the National Association of Manufacturers, will be held in 27 major cities throughout the country.

The new law, which becomes effective April 28, will cover every company with one employee or more whose operations affect interstate commerce-more than 4 million business establishments employing approximately 57 million people. The measure is described by President Nixon as one of the most important pieces of legislation ever passed by Congress.

The Secretary of Labor has emphasized that his department will make "every effort to encourage and obtain voluntary compliance before resorting to the enforcement features of the Act."

Joining Secretary Hodgson in the television conference will be Under Secretary of Labor Laurence Silberman: George C. Guenther. Assistant Secretary (designate) for Occupational Safety and Health, who will be in charge of administering the new law; and John G. Veneman, Under Secretary of the Department of Health. Education and Welfare.

Also participating will be the newly nominated members of the Occupational Safety and Health Review Commission, the quasi-judicial arm of the new law.

Because the new law contains precedent-setting provisions which embrace entirely new concepts of employer-employee responsibilities, NAM President W. P. Gullander said the conference would be of vital importance to every company.

"This measure imposes totally new responsibilities and obligations on business and industry," he said. "It provides both civil and criminal penalties -including fines up to $1,000 a day for violations and imprisonment. NAM's objective, in scheduling the conference, is to help assure that all industry is aware of the provisions of the new law and thus promote compliance on a voluntary and cooperative basis."

The Teleconference cities are: Atlanta, Boston, Charlotte, Chicago, Cincinnati, Cleveland, Dallas, Denver, Detroit, Houston, Indianapolis, Jacksonville, Kansas City, Los Angeles, Memphis, Milwaukee, Minneapolis-St. Paul, Newark, New York, Philadelphia, Pittsburgh, Portland, Rochester, San Diego, San Francisco, St. Louis and Washington, D.C.

Architects Take Steps to Cut Building Costs

Leading architectural firms throughout the country reported that they are taking a number of measures in an attempt to offset spiraling construction costs. Nonresidential buildings are being reduced in size; interiors of upper floors are not being finished; lower-cost materials are being used at the expense of higher maintenance costs. These are but a few of the findings disclosed in a major architectural market study completed by Seymour Kroll & Associates, Inc. a leading Chicago marketing consulting firm.

The objective of the study was to determine how architects are reacting to rising costs and the impact this will have on building materials manufacturers.

The report clearly indicates that architects are using every conceivable way to hold the line on construction costs. Even so, most architects feel it is a losing battle. Building owners and architects are giving a great deal of attention to reducing the design/construction cycle because of the great potential savings that can be achieved if they are successful.

A major conclusion of the study is that certain building product manufacturers will be faced with a reduced demand for their products because of the changes taking place in the market.

Things that once brought disgrace to a person now bring a movie, book or television contract.
