PROSPECTS HAVE BRIGHTENED FOR ATTEMPTS TO REDUCE world trade barriers. The U.S., Japan and the Common Market countries will begin talks next year. Until recently, concerted, long-term trade negotiations appeared years away. But recent trade concessions by Japan and the EEC set a mood for more talks. Their interim concessions were the U.S. price for raising the value of gold.

Most of 1972 will be needed just to settle the format of negotiations. And the Administration will require tariff-cutting authority from Congress. But it will be late this year or early 1973 before the President seeks needed power.

LOCAL COUNCILS WILL SOON BE ESTABLISHED TO BOOST labor productivity. The National Commission on Productivity wants councils at the plant level. It sees local involvement as the vital way of lifting output per man-hour. The resumption of rapid productivity gains is fundamental to U.S. growth. With higher productivity, the nation could have substantial wage increases, larger profit margins for industry, and even many specific price cut-backs.

In addition, the country's ability to compete in foreign markets would be greatly enhanced by higher productivity.

BE ON THE LOOK-OUT FOR BILLS FOR LISTINGS in phony trade directories. Statements "payable on receipt" are flooding U.S. firms through the mails. Thousands of American companies are being solicited from several nations including West Germany, Belgium, South Africa, Italy and even Great Britain. Price for a listing is usually $125 but no directory is ever published. Typically, the names of the victims are taken from a variety of trade lists. It is estimated that about 4% of those solicited pay for a phony listing.
