pledge of allegiance, and invocation, by the Rev. Joseph Elworthy of St. Alphonsus Parish. The welcome address was delivered by Gerald Sutherland, MCAA Region E Vice President from Corpus Christi, Texas.

Robert Ebeling's Report of the President was read to the membership by Eugene George. It said, in part: "You do not need me to tell you that 1976 was a trying, upsetting and generally a very difficult year for masonry and most phases of construction. I do not pretend to be an expert forecaster, but I certainly do have hopes for a better year ahead for all of us.

"Another matter which consumed much time and energy has been our efforts toward establishing secondary, or organizational, rates in areas where we have had a high influx of jobs going non-union. In some areas we have been able to keep our men at work due to these arrangements."

President Ebeling's message also thanked all of the chair-men and members of MCAA committees as well as trustees. "We should all be grateful to have men of this calibre working toward our mutual goals in such an unselfish manner," his report said.

Following the President's Report, John Castiex, representing the office of the Mayor of New Orleans, welcomed MCAA members and presented symbolic keys to the city (Continued on page 18)
