The first-place winners, who received tools and plaques as prizes, were Burten Lewis, Fort Worth, a third-year student and defending champion from last year's second-year level; John Hopkins, Mineral Wells, second-year student, and Eddy Nobles, first-year student.

Small Business Loans
The Office of the Chief Counsel for Advocacy has prepared a list of banks offering special small business loan rates. These are generally smaller banks which do not use the prime rate in connection with setting their loan rates and thus could not adopt any form of "two-tiered" interest rate systems.
Additional details can be obtained from Herbert A. Biern, Assistant Chief Counsel for Credit and Finance, U.S. Small Business Administration, 1441 L. St., N.W., Rm. 219, Washington, DC 20416, (202) 653-6998.
