Carrots Work Better than Sticks

You cannot command a businessman to produce; he's not simply a government official who takes orders from the hierarchical superior. Instead, businessmen have to be induced to perform these functions, induced somehow by... those indulgences, incentives, pleasures, rewards-whatever you want to call them-which will actually motivate them to go out and do the jobs that we are counting on them to do.

If they do not have them, then we have unemployment or sluggish growth or other kinds of economic disorder. That is not only deeply distressing to the population as a whole, but it is suicidal for public officials since one of the quickest ways of discrediting one's own position of political leadership in the government or one's party is to demonstrate that you can't maintain a relatively healthy economy. Charles E. Lindblom, Professor of Economics, Yale University.
