Block for the Troop Operational Training Facility was supplied by Orco Block Co. of Riverside, California. Soltec of San Diego was the general contractor on the project.

The Troop Operational Training Facility is used to teach amphibious landing techniques to U.S. Marine personnel.

Mr. Steve Irwin Architect accepted the award on behalf of the Associated Architects Shore Tilby Henschel Irwin Peters and Mathers and Haldenby for the Municipality of Metropolitan Toronto Police Headquarters building at College and Bay St.
